The goal is clear: to win the “global race” against emerging powers, notably China.
The first pillar of this strategy aims to remove all regulatory obstacles hindering the development of AI infrastructures.
Specifically, the administration reclassifies data centers under the NEPA (National Environmental Policy Act) to drastically accelerate approval procedures.
This measure allows bypassing the traditional constraints of the Clean Air Act and the Clean Water Act, two fundamental American environmental protection laws.
This deregulatory approach is accompanied by an ambitious energy plan. Given the huge electricity needs of AI data centers, the administration is betting on accelerated development of nuclear power, including fusion and fission technologies.
This energy strategy is part of an absolute technological sovereignty logic, where every component of the value chain – from semiconductors to energy – must be relocated on American soil.
Ideological War and Technological Diplomacy
The second pillar reveals Trump’s true ambition: to have American technology adopted worldwide. Washington is launching what it calls “AI diplomacy.”
Specifically, two American public agencies will massively finance the export of AI technologies: the Development Agency and the Export-Import Bank.
Trump is playing on two fronts simultaneously. On one hand, he advocates for “open” AI accessible to all. On the other, he reserves lucrative government contracts for only “cutting-edge” developers.
This deliberately vague definition allows the administration to select its technological champions. American giants such as OpenAI, Google, and Microsoft appear to be the main beneficiaries of this policy.
