Vietnam has officially launched NDAChain, a permissioned LAYER 1 blockchain platform designed to safeguard national data and enhance the integrity of digital public services. 

Created by the National Data Association and overseen by the Data Innovation and Exploitation Center under the Ministry of Public Security, NDAChain will act as the main verification layer for the country’s National Data Center.

According to the announcement, the framework is a centralized-decentralized system that validates the data across many sectors like healthcare, logistics, education and e-government platforms. NDAChain also operates on a Proof-of-Authority blockchain with Zero-Knowledge Proofs to ensure privacy and tamper resistance. 

Officials noted that the network is capable of processing between 1,200 to 3,600 transactions per second. According to Nguyen Huy, the Head of Technology at the National Data Association, the platform serves as a “protective layer” for the Vietnamese digital infrastructure. The architecture is also designed to support the evolving data volumes and ensure increased security and interoperability across institutions.

NDAChain to Aid Digital Identity and Product Traceability

NDAChain incorporates two key digital solutions as part of a wider rollout. The NDA DID which offers decentralized identity and NDATrace provides product verification. NDA DID enables citizens to verify counterparties when accessing services or signing documents online. The tool is connected to the VNeID system already available in Vietnam, which allows fast digital verification and ensures protection against fraud and impersonation.

Meanwhile, NDATrace offers end-to-end product tracking, attaching globally recognized identifiers to each of the items. These IDs are integrated with packaging through QR codes or RFID chips to scan all the transactions in the supply chain.

NDATrace is trace-compliant with GS1 and EBSI Trace standards that give Vietnamese businesses the opportunity to access international markets and build consumers’ trust by providing traceable product information.

Furthermore, NDADID and NDATrace are baked directly into NDAChain and are compliant with global compliance frameworks such as GDPR and the W3C DID standard.

Platform Integration and Long-Term Digital Strategy

Vietnam will fully integrate NDAChain with the National Data Center by the end of 2025. The next step involves applying blockchain to local agencies and universities by 2026, paying extra attention to creating Layer 2 applications specific to various industries. Such applications can cover identity wallets, counterfeit prevention tools, digital notaries and traceability solutions.

The program is also consistent with Vietnam’s National Blockchain Strategy and the law on the Digital Technology Industry, which recognized digital assets in June 2025.

In addition, Blockchain platforms, such as the NDAChain have gained strength related to this regulatory milestone with the legal framework to exist in governmental and enterprise systems.

Moreover, Vietnam is now part of an increasing number of countries, including China, the EU and South Korea, that are establishing national blocking structures to aid identity management, data transparency, and supply chain safety.
