Software cannot be considered secure if hardware is compromised, and today’s proprietary chip design chains leave ample room for hidden vulnerabilities or backdoors. He warned that dependence on closed systems gives corporations and governments outsized leverage, threatening both personal freedom and national sovereignty.
Civic technology, such as electronic voting and legal evidence systems, faces similar challenges. Buterin said that while digitization of governance is inevitable, it can only succeed if citizens have common knowledge of security. Proprietary “black-box” voting machines, he argued, will never earn that trust, while open-source and verifiable tools could enable democratic innovation without sacrificing integrity.
Buterin concluded that societies cannot avoid DEEP integration with digital infrastructure, but they can choose how it is built. A future rooted in open and verifiable systems, he suggested, offers both resilience and fairness, where individuals and communities can participate as creators, not just consumers, of the technology shaping their lives.
