How to offer a referral discount?

I'm trying to figure out how to provide a referral discount to my customers. I want to reward them for bringing in new customers, but I'm not sure how to structure this discount. Should it be a percentage off, a fixed amount, or maybe some other form of incentive? And how do I ensure it's fair and doesn't abuse the system?
