Is free-to-play really free?

I've been playing a lot of free-to-play games recently, but I'm starting to wonder if they're really free. I mean, sure, you don't have to pay to download or play them, but there seem to be a lot of hidden costs and in-app purchases. So, is free-to-play really free?
