ARPA stood for two different things. In the context of the US government, it was the abbreviation for Advanced Research Projects Agency, a research department within the US Department of Defense responsible for high-tech research and development. In the field of internet technology, ARPA also referred to Address and Routing Parameter Area, a top-level domain related to internet DNS hierarchy specifically used for internet infrastructure configuration.
