Does Polygon run on Ethereum?

Excuse me, could you please clarify something for me? I've been hearing a lot about Polygon and its relationship with Ethereum. Does Polygon actually run on top of Ethereum's blockchain? I'm a bit confused about how the two interact and how Polygon manages to achieve its scalability and low transaction fees. If you could provide a brief explanation, that would be greatly appreciated.
