TCP is a CORE protocol of the Internet protocol suite and provides reliable, ordered, and error-checked delivery of a stream of octets between applications running on hosts communicating by an IP network. Given the importance of accuracy and reliability in financial transactions, it would make sense for FIX to rely on a robust communication protocol like TCP.
