Does kava get you buzzed?

I'm curious to know, does consuming KAVA actually produce a noticeable buzz or sense of intoxication? I've heard it's a traditional Pacific Island drink with relaxing properties, but I'm wondering if it has any psychoactive effects similar to alcohol or other substances. Is it possible to feel a mild buzz or altered state of mind after drinking kava, or is it more of a subtle, calming experience?
