Who is the hardest legend to hit in Apex?

I'm curious, who do you think is the toughest legend to land a hit on in Apex Legends? Is it someone with lightning-fast reflexes like Wraith, who can phase shift out of harm's way? Or perhaps it's a character with a natural defense mechanism, like Gibraltar's dome shield? Or could it be someone who's simply too elusive, like Pathfinder with his grappling hook?
