Is APEX Oracle or Salesforce?

Could you please clarify for me if APEX is an Oracle product or a Salesforce product? I understand that APEX can be used for rapid application development, but I'm not entirely sure which platform it belongs to. I'm trying to decide between Oracle and Salesforce for a new project and understanding the capabilities of APEX on each platform would be very helpful. Thank you for your assistance.
