Does WiFi Map work without Wi-Fi?

Excuse me, but I'm a bit confused about the functionality of WiFi Map. I understand it's a tool to find nearby Wi-Fi networks, but my question is, can WiFi Map work effectively or even at all without an active Wi-Fi connection on my device? Wouldn't the lack of a Wi-Fi signal hinder its ability to search for and display available networks? Or does it rely on another means of connectivity, perhaps mobile data, to function properly? Clarification on this would be greatly appreciated.
