Why won't my brand new cart hit?

Hello there, I'm having some trouble with my brand new cart and I'm wondering if you can help me out. I've just purchased this brand new cart and for some reason, it's not hitting at all. I've tried everything from cleaning it out to making sure it's properly connected, but nothing seems to be working. Could there be something wrong with the cart itself, or is there something I'm missing? I'd really appreciate your help in figuring out what's going on.
