Does VPN give you Wi-Fi anywhere?

I'm curious, does VPN really give you Wi-Fi access anywhere? I've heard people claim that using a VPN can help you connect to the internet wherever you are, but I'm not sure if that's actually true. Isn't a VPN more about encrypting your data and masking your IP address? Could you clarify how VPNs work and whether or not they actually provide Wi-Fi connectivity?
