Does PSP still connect to Internet?

I'm curious, could you please clarify for me if PSPs, or Payment Service Providers, are still capable of connecting to the internet? I've heard some rumors that due to security concerns or regulatory changes, there might have been restrictions placed on their ability to access the web. Is this true, or are PSPs still fully functional and able to connect to the internet as they were before?
