Is Ethereum layer 2?

Could you please clarify whether Ethereum itself is considered a layer 2 solution, or is it a misconception to label it as such? Layer 2 solutions are typically understood as technologies that build upon and enhance the functionality of the base blockchain layer, known as layer 1. Ethereum, as a blockchain platform, serves as the foundation for many decentralized applications and smart contracts. However, it's important to distinguish between Ethereum as the layer 1 blockchain and the various layer 2 scaling solutions that have been developed to improve its performance, such as rollups and sidechains. So, is it accurate to say that Ethereum is a layer 2, or are we referring to the enhancements built on top of it?
