Can a fuse be bad without being blown?

Can it really be possible for a fuse to be faulty without visibly showing signs of being blown? I understand that a blown fuse is typically easily identifiable due to the physical damage or discoloration it undergoes, but could there be scenarios where a fuse is internally compromised and not performing as intended, yet still maintains its external appearance? Wouldn't that pose a significant safety risk, especially in electrical systems where reliable current Flow is crucial? Is there a way to test for such hidden defects in fuses, or do we rely solely on visual inspections? Can a fuse be bad without being blown?
