Is Russia decentralized?

I have to ask, is Russia truly decentralized? On the surface, it may seem like a country with a strong central government, but could there be elements of decentralization within its system? For example, are there local governments that have a significant amount of autonomy, or is the power truly concentrated in the hands of a few? And what about the economy? Are there industries or sectors that are not heavily regulated by the state, allowing for a degree of decentralization? I'm curious to know if Russia's system is as centralized as it may appear, or if there are aspects of decentralization that are often overlooked.
