Is it okay to wear shorts in Kyrgyzstan?

I'm curious, would it be appropriate to wear shorts in Kyrgyzstan? I've heard that the climate can be quite warm, but I'm also aware of cultural norms and sensitivities. Is there a general rule of thumb for what types of attire are considered acceptable, or does it vary depending on the region or occasion? I'd hate to offend anyone by inadvertently dressing inappropriately.
