Can you refuse to pay for a subscription?

Can I ask, is it possible to decline payment for a subscription service? I understand that many services rely on subscriptions for revenue, but are there any circumstances where a subscriber might have grounds to refuse payment? For example, if the service fails to meet the advertised standards or if there are technical issues that persist despite attempts to resolve them?
