Does bagged top soil go bad?

Excuse me, I was wondering about the shelf life of bagged top soil. Could you please tell me if it has an expiration date or if it can go bad over time? I've heard conflicting opinions on this and I'm not sure what to believe. I want to make sure that if I purchase some, it will be in good condition and effective for my gardening needs.
