What is an ISP network?

Excuse me, could you please elaborate on what an ISP network actually is? I've heard the term mentioned a few times but I'm still not entirely clear on its meaning. Is it some sort of digital infrastructure that facilitates the transfer of data? Or is it more of a service provider that offers internet access to users?
