How do you send a tell in City of Heroes?

Excuse me, I'm a bit confused about something in the game City of Heroes. Could you please clarify for me how one sends a tell, or a private message, to another player? I've been trying to figure it out, but I'm having some trouble navigating the menus and I'm not sure if I'm missing something obvious. Any help you could provide would be greatly appreciated.
