Can you buy ETH directly on Arbitrum?

Excuse me, but could you please clarify whether it's possible to directly purchase ETH, or Ethereum, on the Arbitrum network? As I understand, Arbitrum is a layer 2 scaling solution for Ethereum, designed to increase transaction speed and reduce fees.
