Is shido the hardest boss in Persona 5?

I'm curious, have you faced Shido in Persona 5 yet? If so, do you think he's the toughest boss in the game? His abilities and strategies seem quite formidable, but I'm wondering if there are other bosses that pose an even greater challenge. What's your take on this?
