Are V-Bucks real money?

I'm curious to know, are V-Bucks considered as real money? It seems like they have a value and can be used to purchase items in-game, but do they hold any monetary worth outside of the virtual world? I've heard about people trading them and even selling them for cash, so I'm wondering if they should be treated like a form of currency or just as a virtual item.
