Is VPN a layer 5?

Excuse me, could you please clarify something for me? I came across a statement that suggested VPNs might be considered as a layer 5 technology, but I'm a bit confused. As I understand, the OSI model comprises seven layers, and VPNs are typically associated with providing secure connections at the network layer, which is layer 3. Is there a particular context or interpretation in which VPNs could be seen as operating at layer 5, or is this simply a misconception? I'd appreciate your insight on this matter.
