Are leeks and ramps the same thing?

I'm curious to know, are leeks and ramps actually the same plant? They look somewhat similar, but I've heard conflicting opinions on whether they're interchangeable in cooking. Can you help me clear up the confusion? I'm trying to plan a dish that calls for ramps, but if leeks are a viable substitute, that would make things easier.
