Is conflux layer 1?

Excuse me, could you please clarify something for me? I've been hearing a lot about Conflux lately and I'm curious about its technical specifications. Specifically, is Conflux considered a Layer 1 solution? I've heard about Layer 1 blockchains and how they provide the fundamental infrastructure for decentralized networks, but I'm not entirely sure if Conflux falls into that category.
