Do all XRP holders get flare?

Could you please clarify something for me? It's been mentioned that there's some sort of relationship between XRP holders and flare. My question is, does every individual who holds XRP automatically receive flare? If not, what specific conditions or requirements need to be met in order to qualify for receiving flare? Additionally, is there a way to check if a particular XRP holder is eligible for flare? I'm trying to understand the mechanics of this process better and appreciate any insights you can provide.
