Is USDC 100% safe?

I've been hearing a lot about USDC, and I'm considering investing in it. But before I do, I just want to make sure it's safe. Is USDC really 100% safe? I mean, I know nothing is ever completely risk-free in the world of finance, but USDC seems to have a pretty solid reputation. What kind of guarantees does it offer?
