Can Chinese users use Binance?

I'm a Chinese crypto investor and I'm interested in using Binance. However, I've heard some rumors that Binance might not be accessible in China. Is that true? If it is, is there any workaround or alternative for Chinese users to access Binance? Also, if I use Binance from China, will there be any legal issues or risks involved?
