Can foreigners get VAT refund?

Excuse me, I'm a visitor from abroad. I've heard that in some countries, tourists can get a refund on the value-added tax (VAT) they pay on purchases. Is this also the case here? If so, could you please explain the process to me? I'm quite interested in understanding how the VAT refund system works in this country and if I am eligible to apply for one.
